If a collection agency doesn't honor your request to stop calling you after you sent a certified letter can you send them a letter telling them you will sue them if they don't stop calling. Or can I send the credit bureaus requesting them remove the file for not following FCRA regualtions?

Have you sent them a cease and desist letter? If you have proof that you sent this letter then you can sue them.

If the collection agency disturb you over phone without validating the debt within 30 days from the date of receipt of your debt validation letter, you can send a cease and desist letter. As soon as your send this letter, they will move your account to legal status and may sue you to the court. So before sending such letter always be sure that you have asked for DV by certified mail.
