I received an offer from a Jefferson Capital Systems that they will cut a $3400 debt in half and after I complete paying the other half, they will issue me a credit card with a $800 limit. they claim to hold this debt of mine that went to collection. Is this for real?

You can make a written request to the Jefferson Capital systems for a debt validation letter via certified mail with a return receipt request. If they don’t reply, then send them a C&D letter. Otherwise, if they send you a proper debt validation letter, then you can negotiate with them and repay your debt as per negotiation.
