Simple question:

My Citibank credit card was bought by a debt recovery agency-
They ran my credit report when they purchased it, I am probably going to dispute this anyways, but i want to know if I have a shot at getting it removed. I did not authorize them to do this, and they never contacted me to ask for permission.

Next question:

I called another debtor to take a settlement of 20% on a $8000 debt, I got an email the next day from my credit monitoring that they ran a hard inquiry against my report.
Is there something that allows them to do that in this case without my express written authorization?

You can contact with the credit bureaus and inform them about this matter. I hope they will best guide you to solve your problem.

Next question answer:
Anybody can do hard inquiry at any time without your permission. But hard inquiry hurts your credit score.
