10 years ago I got a loan with the bank and never paid the loan off. Its off my credit now they sent me to collections but never came and got the car. But there name is still on the tittle with me.No one had called about it or tried to contact me about this. I still have car and its off my credit report. Is there anything I can do to get them off. I dont want the car just want to scrap it out. Is there a certain time were its free and clear? Is a 1996 ? Please help me answer this

Check the SOL period in your state. If it has expired, then the CA won’t be able to take any legal action against you. Usually it will remain on your credit report for 7 years from the date of your first default. After that it will automatically be removed from your credit report. In this case since the same doesn’t happen, so dispute immediately with the credit bureaus.
