What is "FIA CSNA" and why would they make inquiries to my credit report twice a year?

Not sure who they are. But nobody should be inquring into your credit unless they have a permissible purpose.

If you have any delinquent obligations, it is possible they may be a collection agency. Collection agencies are allowed to pull your credit for collection purposes.

If you are getting your report directly from the bureaus or through a "monitoring service", then your report should list at the bottom the name/address/phone of each company who made an inquiry. You might call them (or write a letter), and demand them to proof that they had a permissible purpose to pull your credit. If they can't provide proof, then demand them to remove their inquiry (and at that point you would also have grounds to sue them for violating the Fair Credit Reporting Act).
