I took an installment loan from Western Sky and then it appears that a company called Cash Call took over the loan. I am trying to determine if this is a legal loan in Ohio and if I am required to pay anything put the $2600, which is what the loan was for.

Western Sky is an illegal lender. Since Cash Call has taken over the loan from Western Sky, so in this case Cash Call is also considered as illegal lender. You are required to pay them only the principal. No interest, no fees. Just close down your old bank account and open a new one to stop debiting money from your account.
