I live in NY. I had a credit card debt from the year of 1999 never appeared on my credit reports. A law firm now in 2012 sending me legal papers to take me to court. Can they legally still try to collect a debt almost 12 years ago? And collect on interest rate.

I think the SOL period in your state has expired. If it has crossed, then the credit card company can’t take any legal action against you. Consult with an attorney in this regard.
