How can a creditor garnish my wages, even though i have a debt management program?

If the creditor has already brought judgment against you before you have entered the debt management program, they can garnish your wages. You can call up your debt management company and inform them of the garnishment. They will talk to your creditor and take the required action.

If they have gone to court and gotten a judgement filed against you as carol has stated then yes they can if they did it before you enrolled into the program.

I think that the creditor has brought a default judgment against you to garnish your wages. This happens when you either fail to file an answer to the summon or appear on the court date. If the judgment has not been 1 month old, you can file a motion to vacate the judgment. Can you tell me whether you have the settlement offer from Wells Fargo in writing?
