No bad credit just no credit and now I need a construction loan. The land is paid in full! Electric Co and other utilities sent letters showing always on time. Can I supply these to Credit Bureaus and have them added to credit file? If not how can I get credit on file quickly??

I don't think that you need to send the details of your Electric co and other utility bills to the credit bureaus. As you don't have credit, the lender will check into the details of your electricity and other utility bills, your employment history, that is to check how reliable you are. Other than this they will also check your account history, that is your savings and checking accounts. Along with this they may also check your residence history, how frequently you move from one house to another, whether or not you own a home or live in a rented house.
When you have active bank accounts that are well maintained, the lender can decide from this whether or not you are at a credit risk.
