I live in Ohio and I have a loan with Great Plains for $600. I have since paid $515. They still have me down for 8 more payments at 121.37 each. Is Great Plains a legal lender in the state of Ohio and I'd not what do I do next?

Welcome to the forums!!!
Great Plains is an illegal lender. You owe them only the principal amount i.e. $600 only. Since you have already paid them $515, so you are required to pay them the remaining balance i.e. $85 only, nothing more than that. Close down your old bank account and open a new one to stop debiting money from your account.

Hi,

Yes Great Plains is an illegal lender and so you will be done if you pay the remaining $85. There's nothing to worry. Retain proof of your payments and if they harass you for more payments after the principal gets paid off, simply file a complaint against them with the State Attorney General.
