Usually, the debt collectors have to validate the debt within 5 days of initial communication. What happens if the debt collection agency doesn’t validate the debt? What step should be taken in such a situation?

Welcome to the forums!!!
If the debt collector doesn’t validate the debt, then you shouldn’t make any payments without a valid proof. Send the collection agency a Cease and Desist letter in writing via certified mail with a return receipt request. If they are still trying to contact with you, then file a complaint against them to the SAG or FTC.
