If I want a debt validation from a collection agency, do I have to write them the letter myself and ask them to remove it from the reporting agencies, or can I mail the reporting agency itself and say that "I don’t know so and so collection agency" and have the agency remove it?

You must send a debt validation letter by certified mail.
you have to give them 30 day's to get back to you
Then you have 30 day's to look over what they send.
so do step one and we will talk about step two.

If you want, you can ask the CA to validate the debt in writing via certified mail with a return receipt request. You can make a written request to the credit bureaus to remove this inaccurate information from your credit report. But they will remove it from your credit report after investigating this matter properly.
