my (soon to be) ex husband has submitted his addresses as mine on my credit report, all his addresses for the last 2 years are on my report and therefore all my credit reports have been going to him. What legal action can i take?

You should immediately dispute the personal information with the credit bureaus by certified mail with return receipt. After sending the letters you may wait for a few days and then pull out a credit report to check whether the correct information has been updated or not. If the information has not been updated, you may file a complaint with the Federal Trade Commission.

I am currently over sea's but i will do that asap when i go back to the US. Thank you. I have already changed his address to my current mailing address through freecreditreport.com. Can this be taken to court? he has also changed my mailing address on my online banking account to his, he will keep doing things like this till i take some proper legal action. Then his govt job will be in jeopardy and only then will he finally stop.

I think that you should visit annualcreditreport.com and update your name and contact details there. Since your husband is changing your contact details through online banking account, you should log in to your account and change your password. If you want, you can also sue him to the court for illegal usage of your accounts.
