I have a problem with Verizon, they've been charging me for a service I stop using a long time ago and for some reason they didn't charge it to my credit card, so now I have a 700 dlls debt with them but they have passed the debt to some company I don't know the name, so what I want is to know if there's a way and a company that would help me negotiate with them.

If the other company has been hired by Verizon to collect on their behalf, then you may probably ask them to withdraw it from the CA. On the other hand, if the debt has been sold to the CA, then you need to deal with them.

How can I know which one is? Sold or hired I mean, and is there a company that can help me negotiate with them or my only chance is to deal with them personally?

Thank you for your reply :)

You need to ask the Verizon rep. if it's at all possible for them to withdraw your account from the collections and help you set-up a self-repayment plan which suits your budget. If it's not possible you may try out one from amongst a number of debt relief companies. I've heard about the Oak view Law Group, who're settling it for 40-60% less. But make sure you explain your situation before you sign up with anyone.
