I got a collection letter on a debt in 2009. I didn’t pay anything on the debt. Now I’m getting calls for the same debt from a law firm. Can I negotiate with the OC now?

Now you will have to deal with the law firm. Ask them to validate the debt in writing via certified mail with a return receipt request. If they give you a valid proof, then negotiate with them and make your payments asap.
You'd have to talk to the law firm now, but get your debt validated before that.
