I live in MA, and had my wages garnished for 6 months. I received a letter stating that if my employer or the creditor did not reply to some form the garnishment would be dismissed. After a month the garnishments stopped. It's been 6 months without a garnishment. Can garnishments start stop and start again?

I think you should contact with your original creditor and inform them regarding this matter. I hope he/she will be the right person to solve your query.
