Lowered credit limit and harassment by Chase for difference

Does anyone know if it is legal for a credit card company to lower your credit limit and then start harassing you to pay them the amount you are now overlimit by? Chase did this to me when my orig limit was $5000. I was close to maximum on that limit and then they lowered it by $1600 to $3400 and have started charging me late fees and calling me everyday to harass me for the $1600! I have been paying them about $300 per month on time for the past few months but they started harassing me right before Xmas. What should I do?

Contact attorney general in your state and also the federal trade commission and report them about the harassment. As per laws they can not harass anyone regarding payment of debt.
