I had a business and we went out of business but the debts are affecting my personal credit do I file bankrupt for me and the business at this point. Also my bank account was restrain last week is there any way I can have account for now online, out of state or overseas?

As far as I know, personal credit and business credit are two very different things. Infact you have a separate credit report for personal credit, and another one for your business credit. Thus, nothing regarding your business credit should get reported in your personal credit report, and affect your personal credit negatively. If there is any such listings on your personal credit report, you should dispute this.

Whether or not you can open an account overseas if you have bad credit, depends on the rule of your country or state and the other country, or state where you are going to open an account. Sometimes, even some companies work overseas too. Then, you may face some problem in getting credit from them. The creditor's in other countries sometimes check the credit of a person from another country. Moreover, you will still be an US citizen out there. In some places, they don't even allow non citizens any credit.
As for the bankruptcy, you first need to provide more details on your credit, personal and business so that the members in the forum can help you in your problem.
