Can someone interpret the paragraph below please?

"If, when the cause of action accrues against a person, he is out of the State, the action may be commenced within the term herein limited, after his return to the State, and if, after the cause of action accrues, he departs from the State, the time of his absence is not part of the time limited for the commencement of the action."

OK, I owe on credit cards and I cannot manage the bill at the moment. I am prepare to pay them in the future but not just now. I will be leaving to overseas for a job and trying to figure out what this tolling is all about. Does this mean if I default on my cc bills while I am out of country the statue of limitations keeps on ticking but if I default while I am in CA & leave the country the statue of limitations stops from the moment I leave CA until I comeback?

I think you should contact with your creditors and explain them about your financial hardship. I hope they will consider your financial problem. As far as I know the SOL period starts from the date of your first default. To know more about this matter you may consult with a financial counselor. I hope they will help you to solve your query.
