what is the most low interest credit card in america?

It all depends on your credit score. The better your credit the better your interest rates on your credit cards.

Yes, the interest rates are decided over by the credit card company and depends on your credit score. However the lowest interest rates as far as I know is around 9%. However, if you go for balance transfer credit cards, you can avail an zero APR balance transfer for an introductory period of 12 months.
Student's credit cards has a higher APR of around 16% because of the risk associated with these cards. Moreover, these cards do not require a very good credit history.

Compare the annual percentage rate for the different credit cards you are considering and check to make sure that this rate is not simply a low introductory rate or a ruse to get you to apply for the card.

there is no single best credit card which is suitable for everyone. because it should be availed as per the need of an individual. Some guys may have some specific need i.e. improving credit score so they should go for secured credit cards. Some students want to have credit card which have it's own advantages as well as dis advantages.

One should not only opt for the credit card just considering the interest rate rather it's features are also need to be addressed.

I agree with you Ensurepune, but I think that the most suitable credit cards are the balance transfer credit cards because they give us the best deal. However, to get a balance transfer credit cards, you need to have an excellent credit score. Most of these balance transfer credit cards come with an introductory offer of 0 APR on balance transfers and purchases for a period of 12 months. Some of these cards are Citi Platinum Select MasterCard and Capital One Platinum Prestige cards.
