Anyone have any dealings with Insta Cash? We got a call stating that we have criminal charges against us for a loan company that we have never used. They can't tell us a date for the loan but do have the names of our references from previous loans. Is this a scam?

Western sky loan taken over by Cash call. Cash call said its legal and I need to pay everything, I sent a ACH revoke letter and got a new account, but they say its legal in Michigan and will go on my credit if my taken care of, I don’t know what to do? Still owe some principal on loan, but refuse to pay crazy rates.
I received a call today from a man with an Indian accent stating he was a deputy sheriff from my local sheriffs department and that he had just received a arrest warrant in my name and that I had to the end of the day to resolve by calling 940-440-8111, I received a similar call back 3 months ago and it sounded like the same caller both times but with different names and coincidentally I received a call from the local county jail but with no message on same day.
I have Professional Recovery on my Credit Report but it does not state what it is for? Is it possible to find this answer?
