What to do about accounts in collections?

I have several accounts in collections (a few credit cards and medical bills) from where I lost my job around 2010. They are all dated between 2012 and 2016.

Although its been years since I made my last payment some of them are dated as recently as last month on my credit report. They also do not show account numbers only balances. Is that normal?

Should I contact these debt collectors and offer to settle? Does pay for delete really work?

I am not as concerned with my credit score as I am with just putting all of this behind me.

I received a 1099-c for a debt that was paid off

I had taken out an online loan in 2014, which I was delinquent on, so they sold it to a collection agency. I did pay the collection agency the amount owed within 2 months. Now I'm receivng a 1099-c for that loan and having to report it as income - but it wasn't. How can I show this on my return that the debt did get paid? It makes a significant difference on my refund.
