I took out a loan from VIP LOAN SHOP for 400. They have debited 420 from my account so far and they tell me these were only interest payments and I still owe them 400 more dollars. I live in Illinois and this seems completely illegal to me. Has anyone dealt with these people?

VIP Loan Shop is an illegal lender all over the state of US. You owe nothing more than the principal. No interest, no fees. Just close down your old bank account and open a new one to stop debiting money from your account.
